General de Recursos Humanos, la <strong>negociaci&oacute;n del cat&aacute;logo final de actualizaci&oacute;n de Licencias y Permisos </strong>(el anterior databa de enero de&nbsp; 2022). Adjunto se publica el <strong>&uacute;ltimo borrador considerado</strong>.</p> <p style="text-align: justify;">Desde&nbsp;CSIF creeemos que &eacute;ste debe ser un <strong>documento vivo, negociable a futuro,</strong> con una de las medidas estrella;. los d&iacute;as de L.D.. Exigimos <strong>no cambiar nada sobre su actual aplicaci&oacute;n, a la vez que pedimos m&aacute;s cupo en los centros</strong> para poder asumir el<u> nuevo esquema de 3 + 1 ( d&iacute;as en periodo lectivo/no lectivos).</u></p> <p style="text-align: justify;">No queremos terminar sin recordar que <strong>queda trabajo sin terminar en algunos permisos</strong>, (enfermedad grave de menor, matrimonio trasladable, ex&aacute;menes oficiales o acumulaci&oacute;n de tiempo de servicio para interinos en sustituci&oacute;n) que quedan pendientes de futuras mejoras en la Comisi&oacute;n de Seguimiento del acuerdo, y tenemos el compromiso de la D.General de <strong>actualizar&nbsp; automaticamente cualquier permiso que venga de normativas superiores.</strong></p> <p style="margin-bottom: 11px; text-align: justify;"><span style="font-size:11pt"><span style="line-height:107%"><span style="font-family:Calibri,sans-serif">Ruegos y preguntas:</span></span></span></p> <ul> <li style="margin-left: 8px; text-align: justify;"><span style="font-size:11pt"><span style="line-height:107%"><span style="font-family:Calibri,sans-serif">CSIF ruega <strong>comenzar con la negociaci&oacute;n </strong>de la mejora retributiva a los docentes de la Comunidad, <strong>v&iacute;a complemento de capitalidad y v&iacute;a mejoras en los sexenios.</strong></span></span></span></li> <li style="margin-left: 8px; text-align: justify;"><span style="font-size:11pt"><span style="line-height:107%"><span style="font-family:Calibri,sans-serif">Preguntamos por el <strong>retraso en la aprobaci&oacute;n de la OPE 2026</strong>, sugerimos&nbsp;adelantar en alg&uacute;n decreto espec&iacute;fico de educaci&oacute;n&nbsp;la<strong> actualizaci&oacute;n de plazas a la vigente convocatoria de maestros 2026.</strong></span></span></span></li> <li style="margin-left: 8px; text-align: justify;"><span style="font-size:11pt"><span style="line-height:107%"><span style="font-family:Calibri,sans-serif">Una vez termina la negociaci&oacute;n de permisos y licencias, rogamos<strong> iniciar con la negociaci&oacute;n del reparto de los 275 maestros</strong> como refuerzo a los centros para tener mejor atenci&oacute;n a la diversidad, y el <strong>compromiso del mantenimiento de los supuestos 300 maestros asignados el a&ntilde;o pasado, haci&eacute;ndo p&uacute;blicos los listados de los maestros para informaci&oacute;n de los centros.</strong></span></span></span></li> <li style="margin-left: 8px; text-align: justify;"><span style="font-size:11pt"><span style="line-height:107%"><span style="font-family:Calibri,sans-serif">Nos quejamos; la<strong> Direcci&oacute;n General de Biling&uuml;ismo y Calidad no contesta absolutamente a ninguna de las preguntas o peticiones que hacemos</strong>. Durante el proceso, se nos comunic&oacute; que todos los centros de los programas&nbsp;<strong>excepto el de equipos directivos entrar&iacute;an en el concurso y que solo determinado n&uacute;mero de CCSS en equipos directivos (las m&aacute;s antiguas)</strong>&nbsp;entrar&iacute;an a concurso. Este incremento se pagar&iacute;a en el primer trimestre de 2027 con efectos retroactivos.</p> <p><br /> Adem&aacute;s, para CSIF, ha sido clave que el acuerdo recoja, a propuesta de CSIF, mejoras en permisos, acci&oacute;n social, prestaci&oacute;n sanitaria del mutualismo administrativo, jubilaciones de clases pasivas y que las revisiones de los complementos por residencia as&iacute; como las indemnizaciones por razones de servicio se revisen al alza el pr&oacute;ximo a&ntilde;o.</p> <p>&nbsp;</p> <table border="1" cellpadding="1" cellspacing="1"> <tbody> <tr> <td><strong>RESUMEN DE RETRIBUCIONES<br /> 2025: 2,5 por ciento<br /> 2026: 1,5 m&aacute;s 0,5 adicional si el IPC es igual o superior al 1,5.&nbsp;<br /> 2027: 4,5 por ciento.<br /> 2028: 2 por ciento.</strong></td> </tr> </tbody> </table> <p><br /> Por tanto, este acuerdo, de entrada, pone fin a la congelaci&oacute;n salarial que padec&iacute;an las/os empleados p&uacute;blicos de este pa&iacute;s, que ver&aacute;n reflejadas en sus n&oacute;minas con una subida de un 2,5 por ciento, con efectos retroactivos a 1 de enero de 2025, y cobrando as&iacute; atrasos a partir de diciembre.</p> <p><br /> Adem&aacute;s, en 2026 las n&oacute;minas subir&aacute;n un 4 por ciento en enero (al que se a&ntilde;adir&aacute; un 0,5 por ciento m&aacute;s en funci&oacute;n del IPC a pagar en 2027 con efectos retroactivos); hasta un 9 por ciento en 2027 (9 puntos de subida en 12 meses) y culminar&aacute;n en un 11,4 por ciento acumulado en 2028.&nbsp;</p> <p><br /> CSIF suscribe este acuerdo por una cuesti&oacute;n de responsabilidad y compromiso con las y los empleados p&uacute;blicos. Hemos conseguido el mejor acuerdo posible teniendo en cuenta las dificultades que atraviesa el pa&iacute;s, la inestabilidad pol&iacute;tica, el bloqueo presupuestario y las limitaciones econ&oacute;micas de la Uni&oacute;n Europea y la OTAN (gasto en defensa).&nbsp;</p> <p><br /> Los empleados p&uacute;blicos, despu&eacute;s de meses de protestas lideradas por CSIF, se merecen empezar a recuperar poder adquisitivo y mejorar sus condiciones laborales, porque de lo contrario el Gobierno manifest&oacute; su intenci&oacute;n de retirar la propuesta, prolongando la situaci&oacute;n de precariedad de todos los trabajadores.&nbsp;</p> <p><br /> De hecho, consideramos este acuerdo como una victoria de CSIF, que emprendi&oacute; su lucha en las calles en solitario y un logro colectivo de las empleadas y empleados p&uacute;blicos, que han dado ejemplo estos meses con el sueldo congelado, su apoyo a las movilizaciones y trabajando en todo momento con profesionalidad y entereza, en momentos muy dif&iacute;ciles, para garantizar el Estado de Bienestar y los servicios que reciben los ciudadanos.</p> <p><br /> Asimismo, las propuestas de CSIF nos van a permitir desbloquear mejoras laborales (jornada de 35 horas y regulaci&oacute;n del teletrabajo en la Administraci&oacute;n del Estado, entre otras que se aplicar&aacute;n de manera inmediata.&nbsp;</p> <p><br /> Estos son los principales aspectos que recoge el acuerdo, adem&aacute;s de las retribuciones antes citadas:</p> <p><br /> - Se elimina la actual tasa de reposici&oacute;n para favorecer el refuerzo de las plantillas en los &aacute;mbitos m&aacute;s necesitados y reducir la contrataci&oacute;n de personal temporal.<br /> - Se acortar&aacute;n los plazos de los procesos selectivos en las ofertas de empleo p&uacute;blico para que su resoluci&oacute;n definitiva no supere el a&ntilde;o.&nbsp;<br /> - Se ampl&iacute;a y mejora tanto la promoci&oacute;n interna como la movilidad.<br /> - Se adaptar&aacute; la clasificaci&oacute;n de puestos de trabajo, adecu&aacute;ndola a las funciones reales, teniendo en cuenta la experiencia y los requisitos formativos habilitantes.<br /> - Se impulsar&aacute;n procesos exclusivos y diferenciados de promoci&oacute;n interna de cursos selectivos, potenciando los concursos de m&eacute;ritos mediante el establecimiento del concurso abierto y permanente.<br /> - A lo largo de 2026 se revisar&aacute;n y elevar&aacute;n los complementos de residencia e insularidad y las indemnizaciones por raz&oacute;n de servicio eliminando las desigualdades entre empleados p&uacute;blicos.<br /> - Se reforzar&aacute;n las plantillas de atenci&oacute;n al p&uacute;blico, adecuando retributivamente estos puestos de trabajo.<br /> - Se actualizar&aacute;n los permisos y se incorporar&aacute;n mejoras en materia de conciliaci&oacute;n.<br /> - Se impulsan medidas para garantizar la igualdad y la no discriminaci&oacute;n, as&iacute; como frente al acoso sexual, la prevenci&oacute;n y lucha contra la violencia de g&eacute;nero.<br /> - Se reforzar&aacute; la protecci&oacute;n de la salud laboral, con medidas de apoyo psicol&oacute;gico y frente a agresiones, entre otras.<br /> - Se abordar&aacute; CSIF reclama a los grupos parlamentarios que miren por las necesidades del sistema educativo para que sea implantado de manera inmediata. Adem&aacute;s, exigimos que se empiece a trabajar para la reducci&oacute;n de ratios en las dem&aacute;s etapas educativas.</b></p> <p style="text-align: justify;">En relaci&oacute;n con las ratios,&nbsp;<b>se reduce el n&uacute;mero m&aacute;ximo de alumnos por aula: 22 en Primaria frente a los 25 actuales; y 25 en Educaci&oacute;n Secundaria Obligatoria (ESO) frente a los 30 actuales</b>. En los centros sostenidos con fondos p&uacute;blicos, el alumnado con necesidades educativas especiales (NEEs) computar&aacute; como dos plazas.</p> <p style="text-align: justify;"><b><u>Cambios vigentes desde el curso que viene</u></b><br /> El calendario de aplicaci&oacute;n prev&eacute; que la nueva jornada lectiva y la consideraci&oacute;n doble del alumnado NEEs entren en vigor en el curso 2026/2027. Las nuevas ratios comenzar&aacute;n a implantarse progresivamente: en el curso 2027/2028 en Infantil y Primaria; en 2028/2029 en Secundaria; y en 2029/2030 en Bachillerato, alcanzando su plena aplicaci&oacute;n en el curso 2031/2032.</p> <p style="text-align: justify;">El texto del anteproyecto de Ley continuar&aacute; su tramitaci&oacute;n hasta su aprobaci&oacute;n definitiva como proyecto de Ley y su remisi&oacute;n a las Cortes Generales. Durante la tramitaci&oacute;n, el texto ser&aacute; sometido a negociaci&oacute;n con las organizaciones sindicales y las comunidades aut&oacute;nomas. En este sentido,&nbsp;<b>CSIF trabajar&aacute; para que las comunidades aut&oacute;nomas puedan reducir a&uacute;n m&aacute;s estas horas, exigiendo cupos suficientes que garanticen un m&aacute;ximo de 18 horas en Secundaria y 23 en Primaria.</b></p> <p style="text-align: justify;"><b><u>M&aacute;s especialistas en atenci&oacute;n a la diversidad</u></b><br /> <b>El sindicato considera que falta la regulaci&oacute;n de los especialistas en atenci&oacute;n a la diversidad</b>&nbsp;(orientadores, maestros de Pedagog&iacute;a Terap&eacute;utica y Audici&oacute;n y Lenguaje). CSIF exige al Ministerio legislar ratios m&aacute;ximas para estos profesionales, siguiendo est&aacute;ndares como la recomendaci&oacute;n de la UNESCO de un orientador por cada 250 alumnos.
